Spurs have never dominated in the same way that Arsenal did in the 30s and Chelsea did in the 00s but have probably been a more consistent team over the course of their history.

There was never a dominant team in the 60s, sure Spurs had a pretty amazing side in 61, but United, City, Chelsea, Liverpool, Everton and Leeds all had pretty strong sides.
