Well the countries who do the above are also classed as the safest to live.

In terms of reducing first time offenders, there are many variables that impact it and I think there are studies which show tougher sentences and conditions don't have much impact. Look at crime rates in the US for example; the murder rate in non-death penalty states tends to be lower than those with the death penalty.

Countries with the lowest rates of crime are affluent and have small population sizes. Significantly smaller than London. I'd be interested to know why you think rehabilitation and reintegration is the cause of low crime in these Countries. I would have thought the lack of big cities with large pockets of deprivation are more likely to be the causation behind low crime rates than the approach to tackling it.

You don't find high crime rates in small affluent towns in England do you.

If we want to look at a Country which has a large population size and low crime, Japan is conservative, and very tough on crime.
