Tougher prisons generally lead to higher recidivism rates. Countries with the lowest rates focus on rehabilitation and reintegration.

Countries with the lowest rates of crime are affluent and have small population sizes. Significantly smaller than London. I'd be interested to know why you think rehabilitation and reintegration is the cause of low crime in these Countries. I would have thought the lack of big cities with large pockets of deprivation are more likely to be the causation behind low crime rates than the approach to tackling it.

You don't find high crime rates in small affluent towns in England do you.

If we want to look at a Country which has a large population size and low crime, Japan is conservative, and very tough on crime.

The Tories didn't implement any of the findings, Labour have said they will.

What will yet another inquiry achieve?

Yes I am. Less pleased with the alternative though.
The only good stuff he's done in the last few years are because the NDP supported his minority and made him start pharmaceutical coverage for all. And dental for low income people. He started the Truth and Reconciliation Commission with the indigenous people but goes to court to avoid following the findings in it.
And he's a pain in the erse. And a coward. And a bit of a fvkin goof.(Check out his trip to India.)

With no leader of the governing party? Doubt it. But it's a bit of a poison chalice ATM. Putting it mildly. They may prologue parliament to have their leadership contest. The party wants Carney ex boss at BoE and BoC. Doubt he'll do it.
