Agree with a lot of what's been said already.
A club captain isn't necessarily the team's best leader (which in my opinion is Kane). Poch mentions many times in his book how good his relationship with Lloris is, including often texting/Whatsapp-ing each other. He's also one of the older players in the squad and certainly someone who inspires respect from players and coaches. Lastly, Lloris recently signed a contract to keep him here for the rest of his career.
Toby is a brilliant defender but I'm not sure he's still better than Jan, who's been our best and most consistent player for the last 2 years in my opinion.
I see our squad as in the following bands:
Elite tier: Kane.
Second tier: Lloris, Jan, Toby, Eriksen, Son, Dele.
Next tier: Rose, Wanyama, Dier, Sanchez.
Squad tier: Lamela, Aurier, Trippier, Davies, Winks, Sissoko, Llorente, Vorm.
I would structure wages accordingly, and breaking the bank for Toby means we'll have to pay players from that Second Tier a lot more. And we probably should.

Be around 3 weeks should be fine imo. Maybe a bench position for the Liverpool game if all going well

How would you exactly get him for free? With his option he has 2.5 years left.
Once we activate the option anyone can get him for £25m which most top teams will be all over it.
This 200k a week talk is a figure made up by the papers. Would surely make him the highest-paid defender in world football. Pretty sure he’s not asking for that and I’m certain we wouldn’t pay him that. 130k sounds about right.
