Okay fair enough they can make standalone films that are pretty good, but so far they've shown no competency when it comes to knitting a universe together.

Absolutely correct but fortunately "they" are no longer in charge and it's over to an entirely new company of people to take these movies forward.

Three or four years ago I'd have had all the faith in the world for Marvel Studios to knock the X-Men out of the park. Unfortunately it's not three or four years ago anymore and in my opinion phase 4 has seen a huge drop in quality for the most part with only a few exceptions.

Dark Phoenix is a great story no doubt.
But I don’t think they should go down that route.

How about The House of Pun, the story of how you befriended Blarmy, disposed of him, and took over his Empire.
And the catastrophe that came after.

Then it can lead to ‘Days of Futures Pun’, where Guv and Stringer go back in time to stop the assassination of Blarmy..

Plus, many don’t believe you. We reckon Blarmy was under the influence.
Why would he take it back off Guv, who in just 2 weeks did what he did? Then hand it over to you?
Makes no sense.
You holding him to ransom, they getting rid of him, sounds more plausible and makes for a gripping story.

& I think with the characters Marvel have to come, they can clearly still hit higher peaks, but there's so many reasons why they just as likely won't.

Fatigue from those making them, fatigue from audiences, stretching resources too thinly, etc

Well the delay of films, is maybe them slowing it down.
They must know they are putting out an inferior product to what has come before.
Everybody wants to see the back of this ‘Phase’..
for the most part it’s been boring and unmemorable.
