I can only think that City have maybe an internal policy that they won't pay over the odds and that they only want players who are 100%s sure they want to join. I don't blame them if that is the case.

The other clubs playing catch up don't have that luxury so maybe will not be as principled.

The London pull could also be a factor for some as well.

Think this is probably it. Competition for places at City is probably a factor as well.

Not necessarily that odd. Jorginho is better than Fernandinho, not to say that Fernandinho didn’t do well last season, however he knows Sarri and also probably backs himself more to displace the likes of Fabregas, Bakayoko and Drinkwater.

I think in this case Jorginho just preferred Chelsea over City, Whether it was Sarri, London or the fact he knew he'd be a key component in the midfield at Chelsea.

Kanté was the same in 2016, Picked Chelsea over Utd and PSG.
