Currently Modric is better then Wilshere but Wilshere has the potential to be better then Modric.
Apart from Modric there isn't any other player in the Spurs midfield that is as good or could be as good as Wilshere.

No he's not. He struggles to get into the England midfield even without Wilshire and has been one of Chelsea's worst players this season.
