He had a point definitely. Not just the fans as well, even the clubs with the way they've backed those managers in the transfer market repeatedly despite the fact that Guardiola and Klopp have made bad signings. One of Klopp's signings cost his team the Champions League final ultimately and one of Guardiola's signings was a goalkeeper worse than that player, which says a lot. But Liverpool and Man City kept faith in their managers which Man Utd just didn't with Mourinho.
The fans as well at those clubs, like you've said, much more supportive of the manager. I think a lot of it comes down to the Man Utd fans being much more demanding due to what they're used to from Sir Alex Ferguson. At Liverpool and Man City, the fans are more understanding of the reality of how difficult it is managing in the Premier League currently with the high level of competition at the top.
I find it quite interesting that Klopp's reward for finishing runners up in the Champions League was that Liverpool went all out in the transfer market last summer to sign every player he wanted because they knew that finishing as a runner up in the Champions League was a sign that the club was moving in the right direction and that they needed to now go all in to support the manager if they wanted to get back to the top.
Mourinho finished 2nd in the Premier League last year and instead of taking the same attitude that Liverpool took, Man Utd instead decided to not back Mourinho in the transfer market and to not sign the players Mourinho wanted. And for some reason, it's a surprise that the improvement didn't continue? If Man Utd wanted to keep moving upwards, then they needed to back Mourinho in the transfer market last summer like Liverpool did Klopp. If they don't, then they only have themselves to blame if the next season doesn't go as well as the previous one because they are the ones who messed up.
The dig at Klopp didn't look great to be honest. Looked very bitter, he needs to accept he got a lot more wrong at United that he got right.

Mourino's did not.
So of course gradual continuous improvement is better than yo-yoing.
He just doesn't like that Klopp is the media darling and to be honest rightly so he's infectious, kind of like a 2005 Mourinho.

Coupled with the fact United already had 5 centre backs, I think it was fair that the board was sceptical about this. Mourinho should have got more out of the players he himself wanted.

Guardiola got a lot out of Bravo too. And Nolito. And Danilo.
Sometimes signings don't work out. That's the way it goes and if that happens you don't stop backing the manager and tell him to make a dud work. You give him a new player. When Karius didn't work out, did the Liverpool board stick the middle finger up at Klopp and say 'We won't give you Alisson, you make Karius work!". Did the man city board force Guardiola to stick with Bravo or did they sign Ederson?

Who can be sure on that? Man Utd fans told us that Bailly and Lindelof were gonna improve their defence. One Utd fan even said that Bailly was better than all of Belgium's defenders including Alderweireld
