I think OP is stressing on Trophy contributing Best Players
Rooney is the world record holder for most ever England and Man Utd goals.
Kane scored some penalties against the Maldives.
Bobby Charlton never won a Prem or CL so shouldn’t be considered.
Titles won is a poor indicator and Rooney is obviously a WUM.
Maybe as a starting point we should ask ourselves who was the best footballer from each of the home nations.
England - hard to look past Bobby Charlton, an all-time great for club and country.
Wales - John Charles (voted as late as 1997 the best foreigner to play for Juventus, ahead of Platini and Zidane).
Scotland - Dalglish?
Northern Ireland - Best, obviously.
If United had Kane instead of Rooney then they'd have won a lot more titles.

Rooney was a special talent at 18, there's no way United would have won more with an 11 year old Harry Kane leading the line.
