Certainly Diafol. That is really what I was suggesting to Declan. Pedestrians, cyclists, drivers, dog owners, scooterists, joggers, they/we can all cause accidents, so civil insurance is a very good idea imo.

The civil 'tax' was just a throwaway idea. Wish I hadn't said it now really but, if you can't tax every year, perhaps add it to the cost of a car/bike when purchased.

From my experience anyway what I think it is is that when you're driving you are in 'driving mode' and therefore see cyclists doing silly things and when you're on the bike you're more likely to pick up on what drivers are doing.
