There are a lot of uninsured drivers, which is wrong. But nothing to do with uninsured cyclists.
Just as poor/reckless driving is not an excuse for not doing anything about poor/reckless cycling.
Whenever reckless cycling is mentioned out comes the poor drivers argument. One has nothing to do with the other in the debate, often they can be the same person, lots of people have a bike and a car.
If you are dangerous on a bike, and some are, then there should be some measures taken.

Same situation as pedestrians - if someone assaults someone in the street, they can leg it, can't they.
So, how big a problem is this? Are there many hit and run cyclists out there not being brought to account?
Have there been many unresolved deaths because the police can't find the cyclist?
Biggest problem I have with cyclists is near my work.
When the light is Red and Amber THIS DOES NOT MEAN GO FOR FACKS SAKE.
Also, pedestrians on the road have right of way. If cyclists would get this through their collective thick head then I'd be less bothered.
