“ ICC chief executive David Richardson said that the aim of reducing the number of teams at the World Cup was to ensure that there were far fewer dud games.”

Actually the CWC was reduced in numbers because the IPL has increased influence over the ICC and wanted fewer nations to ensure the so called bigger nations for a bigger slice of the revenue pie. John Oliver did a piece on it on Last Week Tonight a few weeks back.
