The scouts haven't been providing the right recommendations though have they? That's why Ed recently changed the structure. This should have been done earlier. It would have been one of the first things a new DOF would have done.
They recommended James. They also recommended Upamenco and De Ligt.
This is a huge problem with Unites fans.
People get a snippet of info and decide they know everything about how the club is run and make iditoic judgements with absolute confidence.
It seems to have been Giggs that recommended James.
As for the other 2, we rejected them at youth level. Our former scout has said so:

I knew we were in trouble in the summer after SAF left and ED said something along the line of "we could pay whatever for any player" (not exact quotes)
Everyone already knew utd was a cash cow but that statement in my opinion confirmed to the world we had an idiot in charge of negotiations too. That set the precedent for the type of players we bought.
just to add insult to the wound when he tookover he said he was not happy utd only had 2 player on the 25 man Ballon' dor list and he plans to change that. 6 years later..

For me, his 3 biggest mistakes have been as follows -
Allowed SAF too much influence over who replaced him.
Agreed to Sanchezs wage demands.
Gave Ole the job on a permanent basis.

1) Who should we have hired when Fergie left? Bearing in mind Ancolotti, Klopp, Pep and Jose were all unavailable (as confirmed by SAF)

Possibly they are only equivocal to you. Plenty of others seem content with the proofs.
Also not deeming him to be not doing a good job is not the same as hating him.
It's also interesting why you think he has done well when you look at the results of his efforts.

You also have the issue that Ed can only appoint the best manager available at the time, which LVG and Jose were.
And Ed cannot be accused of not backing his managers
Then you need to consider that City (Financial doping) Barca (tax evasion) Juve (match fixing) Chelsea (transfer ban) Bayern (exec tax evasion)have all had huge scandals in recent years.
So, on balance, Ed hasnt done that bad.
