that's the rules so that's how it goes.

You also get an extra 30 minutes at home to score, I'm not saying it's totally balanced but the only way to make that fair is if it's a tie after 2 games, to have a shootout straight away.

Why? The home side has 120 minutes of home advantage, the famous 12th man, the away side only had 90.
