For me, Lester 15/16, Utd 12-13, and probably three teams from the 90s, idk much about that period.

But of all teams post ~2004, since that's as far back as I know, I'd go

1. Lester 15/16
2. United 10/11
3. United 12/13
4. Chelsea 16/17
5. City 13/14

And 4. and 5. on that list were pretty good teams actually lol! It is worst champions though, so that's to be expected.

Blackburn an obvious pick.
In terms of squads, Arsenals 97/98 team didn't have a lot of strength in depth - Christopher Wreh, Luis Boa Morte, Stephen Hughes, Matthew Upson, Remi Garde, Gilles Grimandi, Alex Manninger and David Platt all played significant roles while Ian Wright was past his best.

Fergies last title winning team would be in as well. Under another manager they would struggle to finish top 6.

Chelsea 16/17 were crazy consistent though. They barely dropped points iirc. I don't like Conte, but when he was actually passionate about the Chelsea job, he did really well.

Yeah, all title winning teams are good. If you were to pick the strongest XI it was a very good team, but the fact a lot of key players missed a lot of game and those I listed above played big parts is why it is named here.

Well I can only remember back to around 2004 so I kind of have to. Unless you can think of a worse team in that period.
