According to what I've read the package will take into account a clubs previous position but I have no idea how that would work.
They should do the right thing and swap Norwich for Leeds

In a statement the Premier League defended parachute payments.
"Parachute payments are a vital mechanism to give relegated clubs financial support while adjusting to significantly lower revenues and having a higher cost base related to their playing squads," the statement said.
"We see no evidence that parachute payments distort performance at that level and are an essential part of this highly competitive environment."

Clubs should have contracts that dynamically adjust pay to suit status.
Clubs get relegated, players pay decreases, it should be a rule of the competion that this is the case, then there is no need for financial support if club gets relegated.

Problem teams in lower half, who are likely To be in a relegation battle, would find it harder to attract better players.
Would create bigger gap in quality between top half and bottom half.
Players should believe in their ability and their prospective managers vision.
