City surely could, Chelsea too.
Both have needs in positions Sancho can play in too.
I do think United seems most likely though.

City never tend to spend huge fees on one player though. They tend to buy lots of players for medium sized fees (by today’s standards)
Chelsea have already spent quite a large amount on 2 attackers so I don’t see them going for him either.
I’d be very surprised if City aren’t at least challenging for the title next season.

@JimCocklord43m Jadon Sancho has told Dortmund he wants to move back to England, with London his preferred destination. However Manchester United are discussing an 80m plus players deal, currently with Eric Bailly moving permanently and Brandon Williams on loan.

And even XG sceptics - and I'm not a huge fan of it myself - would find it interesting that this model has a 28 point swing from pool to city, which would see City in first place:

No definitely not and again not trying to take anything from Liverpool but I feel sides have scored wonder goals vs City at crucial times in games while missing sitters at crucial times vs Liverpool.
