My own opinion is that its a bit of both.
The manager and individual players have been poor / made errors / aren't good enough, however everybody but Liverpool seem to be dealing with similar issues.

Last season we picked up 66 points, 28 first half, 38 second, so we've been averaging 2 points a game for a while now.
76 points won't win you many titles, I'd say we are c. 10% short of really being in the mix, though Martial/Greenwood finding some form could reduce/eliminate that.
Overall, from where we are today, finishing outside the top 4 would be a sackable offence, even below 3rd would be disappointing.

The same way our form changed last season, one of the regular challengers in the league can do the same. We could also lose Bruno (knock on wood we don't) and struggle.
At the end, we should acknowledge Ole's performance at the moment. We have one of the fittest teams, which is deep and reliable from 1 to 25. His approach to this team has been to never panic and has shown in every game we play. Many do not like the mindset but at least the team does not have to maintain a high energy mindset or take high pressure situations as a big deal. They come out and they play.
Ole is not the great manager, we get it. But he is wonderful for right now. Lets not start shifting goal posts.

Yes, to "compete" with the likes of City and Liverpool, not necessarily to repeat what we'd already done last season. Admittedly the likes of Chelsea and Spurs are likely to make top four harder this season that it was last, but our squad on paper is good enough to be right up there even if weaknesses in the first XI weren't fully addressed.

I believed it was, many didn't including a lot of pundits. Fact remains that many around us thought our squad took a step back. To be honest they were not wrong.
