it's been comfortable for city this year.

Were they tipped for top 4 success or was just an influx of money during that season the reason for it? Admittedly they were looking for a strong season in comparison to their previous couple, but they weren't exactly top 4 material at the time. It was a top half side. As I say, no comparison between then and now can be made.
City spent big that summer with dirty (recurring theme) Thai money and were heavily tipped for UCL.

They spent £30m and Shinawatra then pulled the plug on the money, leaving assets to be sold and then the club transformed when Mansour took over.
As I say, a completely different era that has no comparison whatsoever. City "heavily" spent in that summer to ensure they weren't at the wrong end of the table again, not to jump into the top 4.
