Moving to a top team doesn't make you a top striker Wigan. Playing week in week out and helping that team achieve things, proving yourself as one of the best, that makes you a top striker.
Chamakh for example, playing for a top team, not a top striker though

Yes but those strikers are all proven for the big teams.
To be classed as a top class striker Cisse would have to do the same. At the age he is that's really going to have to involve him playing week in week out for a top team if he were to move
