I think he's largely over rated Personaly. Not impressed me for Corinthians or Brazil on any kind of consistent basis. Ramires, Lucas, Sandro, Fernandinho, Hernanes should all be ahead of him at least

Paulinho widely recognised as the best cm playing in Brazil. And obviously impressed for Brazil. Would be silly to write him off.

Not writing him off but feel he shows his quality very inconsistently and those 5 are better players.

Not sure there's an argument against those 5 being better personally but guess its down to personal opinion
