A former Premier League chairman confirms that is indeed the case. “It takes the heat off the owners,” he adds. “That’s the only reason to do a transfer request in this day and age, so it convinces the supporters that the player doesn’t want to be there and that the club aren’t willing sellers.”
In theory, a player submitting a transfer request forfeits any future signing-on fees that are due, or loyalty payments as they are now more commonly known, although even that is rarely enforced by the sound of things. “I can assure you there’s not many agents who would allow that these days,” the former chairman adds. “If a player has been signed for not a lot and is transferred for a big fee, they’ll turn around and say, ‘We’ve made you enough money.’

Obviously ENIC have failed Kane just as much as they have failed the fans, if they had any kind of ambition to win silverware they would have been building a team around a player like Kane, instead they will be selling him.
The issue is the way Kane is going about trying to engineer a move at a price that suits himself and Shiek Mansour FC, Spurs deserve top dollar for a player like Kane with 3 years remaining on his contract.

I'd love to know how much the club has fined Kane for yesterday's no show. He should be done for unpaid leave for everyday he doesn't turn up. I wonder if he would then get an additional fine on top? Could be a nice little earner, I'm sure that hasn't escaped Levy's attention.

It's also guaranteed they will be in the running for the Premier League and CL.
The only 2 sides that consistently win trophies in England these days are Chelsea and City. He's not going to Chelsea, so that leaves City.
Why should one of the best players in the World stick around at a club that continually fails to show any real ambition?

Which is exactly why we extract as much money as possible from them.
You cannot go out and buy success spending +£1.3bn in the process and expect to take one of the top 3 strikers in the world from Spurs for a fair value, when still under a long contract.
The definition of market value is the value between a willing buyer and a willing seller, with all sides acting prudently and with full knowledge. Spurs are not a willing seller so City can expect to pay much more than Market Value for Kane.
It will not be lost on Levy that City's fall back from not signing Kane is extremely limited. All half-decent strikers cost 10s of millions and there are very few top strikers out there.

Levy is going to make it near impossible for him to actually go, so if he wants to move, he needs to force the issue.
