Call me a cynic but a man who has stolen £10bn off the Russian state aided and abetted by Putin agrees to kinda forego £1.5bn of said money to save his skin and likely numerous other nefarious reasons linked right back to his criminal circle?

He passed a fit and proper test and has faced 19 years of intense scrutiny by the media, politicians, nations etc. If we are wrong to not get overly concerned then many other far more influential and important people have failed far worse than us.
I remember my first visit to Russia with Chelsea back in 2004. Rivals were insisting Roman couldn't go to Moscow because he would be arrested or killed by Putin who also wanted to relieve him of his fortune. Now he's supposed to be his best friend.
