Did the Oligarchs exploit the break up of the Soviet Union under Yeltsin? Yes

Are many of them aligned tightly with Putin? Yes, many but not all and at varying levels.

How closely alligned is Roman to Putin? Well, none of actually know, and neither does the UK government, hence no sanctions to date.

What we do know is that his daughter spoke out agst Putin, Ukraine has a large Jewish population and that obviously relates to Roman. By stating he will donate net proceeds to all victims is a message to Putin. It is probably as strong a message he could send and still stay alive.
