Refs just need to wake the **** up and start booking blatant time wasters. The Refs don't give a sheet until the last 20, by which point, its too late to make a difference.

If the 60 minute average is used you basically end up with 0 more net football over a season. But you have definitively changed how the game is played to address a few edge cases. The rules are there to prevent egregious time-wasting, they just need to be applied properly.
And like I say, a lot of time wasting is done to break the momentum. Concede a few corners in a row and your defence is blowing out their arrises? Keeper goes down holding his head. Last 5 minute scramble from the oppo side to nick a goal? Do a sub every couple of minutes. It wouldn't actually make anything better, just different.

If the ref is holding his watch in the air to indicate that time is being added on because the set piece is taking too long, then it is a booking. Show the yellow card and it stops it.

The difference is, the opposition can do something about it. The ball is in play. I’ve seen people score from nicking the ball form people holding ball in the corner
Maybe the refs just need to actually ref. There was about 6/7 minutes of players being injured today chelsea v Southampton (not that it would
Have mattered). There was then 6 subs. Only 5 mins added on
