I believe it's mainly luck. By that a country or a team has great success for a while, but then it fades, a little or à lot, and another team rules the roost for a while.
Tchouameni has stepped in for Pogba and he has quietly been one of the most outstanding players in this world cup. If he were english I'm sure we'd be talking about his price tag and what a world class player he is.

I agree that luck plays a part once you’ve got the conditions for the talent to thrive. Having a collection of brilliant players at the same time is conditional on luck. Look at Barca and United in the 90’s and 00’s.

But it favours them in developing younger players. The same goes for Portugal. Both those leagues are very good developmental leagues for their youngsters.
When the league had fewer foreigners we didn’t develop youth talent like we do now, so it’s a moot point. It’s more beneficial for the best English players that the league is strong, but as far as developing a pool of talent it’s more beneficial to have the French league model that gives the players the chances to develop.
France do deserve some credit for how they've navigated the tournament with all the injury problems they have. At least 5 starting players are missing that would have devastated any other team. Tchouaméni is a capable replacement for Kante, and there's enough defensive depth to cover Kimpembe, but Lucas Hernandez, Pogba and Benzema are missed.
