The opposite. It reduces the amount of games with a LOT riding on them. There may be "more" games with something riding on them. But a much lower percentage of all or nothing games. Yes, deciding 19th and 25th place is technically not a dead rubber. But it is. Most games are dead rubbers with very little consequences for losing.
