Leicester decision basically came down to the club having their year end as 30 June - that meant they were no longer a Premier League club, so the appeal board ruled they were outside the Premier League's jurisdiction by then.
Essentially fell into a limbo between two divisions.

I'm also surprised that United were the only club planning to go on tour during the Covid Summer.
