If they have cheated by breaking 115 rules then the club should be wound up. That is just punishment.
But they probably havent or its hard to prove, and they can appeal or counter charge... and they have a lot more money than the PL and probably better lawyers... so its all going tp be a waste of time at great expense to the PL in the end if they do persue it right to the end.. which they wont....

Assuming that they are found guilty of some of the serious charges, those titles are forever tainted. I don't see how they can't be. Whether they should be stripped of the titles, I don't know. They probably should be. But given them to the 2nd place team won't really mean anything to them either. How hollow would it be for a player/manager to receive a PL medal years after the season finished?
It'll really make a mockery of the PL of they are found guilty of some of the more serious charges.

Nothing is going to happen to City. Their lawyers will be better than the cheap ones the Premier League have.
Even if they get found guilty, they will find some way of winning an appeal. Money talks.
----------------------------------------------------------------------
From what I've read, City don't have much leeway to appeal. However, they are threatening to take the PL to court to challenge the legality of their rules. Observers have suggested this is as much a power-play as an attempt to overturn a decision: it presents the possibility of a legal battle that could go on for years, and that would be very expensive for the PL.
----------------------------------------------------------------------
The only appeal for the judgment itself is to another arbitration panel, there’s no avenue to the courts. There is on matters of process and legality but that’s already happened.
On the lawyers, the PLs are just as heavyweight as city’s.
----------------------------------------------------------------------
I think the substantive point on City's latent threat of deploying their lawyers isn't that they have the best ones, but that City will have much more appetite for litigation if they are fighting a draconian punishment. In terms of City's immediate interests and long-term brand, years of wrangling are favourable to a significant points deduction or worse. For the PL's brand and commercial interests, a quick resolution accepted by all parties is important.

Yes, the lawyer point was more to VCs comment. Thing is, even with a draconian punishment, there’s very little recourse that can be done as the appeal for the judgment itself only has one avenue and even then it’s very limited on what grounds it can be appealed.

A bit unfair, millions of fans blame City for their own clubs' failings - They'll be riots when it's announced that City are not responsible for Levy's purchases, Arsenal shutting up shop at the Etihad last season or United being forced to buy Sancho and Antony.

Two things won't happen
1) City won't get relegated
2) Nobody is getting awarded the Prem title coming second
Also no fine will be enough, a points deduction is vaguely possible - but they'll still win the league
----------------------------------------------------------------------
A bit unfair, millions of fans blame City for their own clubs' failings - They'll be riots when it's announced that City are not responsible for Levy's purchases, Arsenal shutting up shop at the Etihad last season or United being forced to buy Sancho and Antony.
It's the Tryranny of The Minority.
