1) City won't get relegated
2) Nobody is getting awarded the Prem title coming second
Also no fine will be enough, a points deduction is vaguely possible - but they'll still win the league

Frankly no one is going to care about how hollow winning a title "finishing 2nd" might be to some nobodies on the internet.
When City are found guilty, there will be further legal battles if those titles aren't award to the best non-cheating teams.
Clubs that have operated within the rules have often had to settle for in budget transfers to stay within PSR rules, when they could've done what City did and went for the best players without any regard For PSR.
The amount of money spent only to lose out to proven cheats - clubs aren't going to let something as minor as a hollow feeling get in the way of claiming what they should have legitimately won.
