Something to do with common sense.

City cleared of clear cheating, yet pleading guilty to not cooperating (so therefore they were hiding something) and all they get is a fine.

Make sense now?

Culer...i'm surprised your ITK contact hasn't told you how much it'll be....

Given Culer's track record with predictions, this gives me hope that City may face a severe punishment.

Someone I know, who works at Paperchase, tells me that there will be a major Gregorian Calendar change in a few weeks.
