I think you’re spot on tbh. It’s a mix of being too nostalgic with some players and some poor recruitment the last couple of seasons.
Given how well they’ve done up to this point though, I’m fine with having an off season. Going to be interesting to see how Viana does with the rebuild.

Kovacic, Doku, Servinho Gundagon mkII, Nunes, all not good enough for a top top team, De bruyne is finished too at this level, walkers legs have gone. It's gonna be a tough rebuild but Pep looks lost atm

This. It's a problem as old as football.
It's very hard to pick the right time to phase out the core players in a winning team that's still winning you titles unless the players themselves make those decisions for you.
It's nigh on impossible to know when they might be about to fall off a cliff, and you've no guarantee that the replacements will continue to bring similar success.
It's also very unlike Begiristain to drop the ball like this, so it'd be interesting to know what's gone on behind closed doors. Is he walking because he's felt restricted. Has his hands been tied because the club knew he was going to leave? Did someone, for any related reason, decide it would be best to leave the rebuilding job to the new DoF?
