I honestly think there is a lot to be learned from foreign sports here.
The GAA in ireland which is an amatuer organisation has stadiums which are predominently standing or are part standing and are managed quite well.
I believe this in part works as there are a certain number of tickets for each section of the terrace and fans are directed to their location as per the section indicated on their ticket, there by spltting a 10,000 capacity terrace into three sections there will never be more than 3,300 per section.
Maybe there are elements that can be taken from their strategies and action plans.

sectioned off so 50 fans allocted to a pen if you like, football fans in the country are treat better these days i.m.o in 80s we were treated like animals and i mean all fans.
its a taboo subject for some liverpool fans, but to have a debate at the sandon pub shows were debating it know.
but do you no what....................i like it the way it is now.
I was around in the eighties and have on times been bricking it on the terraces. Caged in and pushed twenty terraces down when your team scores is not my idea of fun. Things are fine as they are. If we were to revert to standing and something awful were to happen again then all the deaths and injuries at Hillsborough would have been in vain. Leave well alone I say.
I was around in the seventies & eighties and more than happy the way things are at the moment so let it lie.
