What I don't get is why hasn't Lescott been charged? You can make a case (albeit a flimsy one), that Balotelli had not intent but there was no doubt with Lescott's elbow.

Metro, in the Rooney case I believe the ref said he saw it, infact he was booked at the time, wasn't he? If the ref says he saw it and doesn't admit a mistake then the FA can hide behind their rulebook which states very clearly that they must sit on their thumbs and pretend nothing happened.
Not a Man City fan and certainly not a fan of Balotelli but fair's fair. I watched the replays of the incident and had my mind made up withing the first four although I did continue to view them several more times, mostly in slow-mo.
I simply can't see where Balotelli deliberately 'stomped' or 'kicked' Scott Parker. The post game comments by Harry Redknapp showed a total bias against the City player and I think it was his past reputation and conduct that swayed so much public opinion against him and prompted the knee-jerk reaction from the authorities.
If this had been any of a hundred other players other than the Italian, it would have been treated exactly for what it was....a pure accident.
But that's how things are in the modern game...it's all about who you are and how the media decides to portray you.

Apparently Webb admitted he didnt see the Lescott thuggery, but after reviewing the incident decided that it didnt merit a red card, so no charge.

Webb is the most cowardly ref in England. Never makes the big calls. It's easy to say he didn't see anything at the time, but after say Balotelli deserved a red with all the furor over the incident, but to say Lescott didn't deserve one is pathetic.
But that's how things are in the modern game...it's all about who you are and how the media decides to portray you.

I've seen it and it's blatant. This reinforces my belief that footballers are thick. He knew he was on television and can be seen in action replay yet he still goes ahead and does it. Dimwits most of them.
FA punishments for stuff like Balotelli and Lescott are just slaps on the wrist.
Unfortunately its the clubs that tell the FA what to do.
So I blame the clubs for lack of control ..... not the refs.
Balottelli should be docked a month's wages and banned for the rest of the season.
