The market is insane right now, in England more than anywhere. It's a myth Arsenal don't have money, they do, they've just been incredibly reluctant to spend it.
What they can and will do is offer any would-be signings very competetive wages, great training facilities, wonderful environment personally & professionally etc...
Spending money for the sake of it just won't happen, it's not in Arsenal's interests. But if and when Cesc leaves, Nasri (a possibility) the board need to act, because promoting from within or taking a punt on an "emerging talent" is a colossal gamble and one I don't think Arsenal are in a position (short or longterm) to take.
The days where a coach (like Wenger) could pluck a gem from obscurity and turn them into a megastar are rapidly withering away, if they have not already!
Which means sooner or later (realistically sooner, this very season) the board will have to put there money where there mouths are and to good use.
Traditionally this is something Arsenal fans have not seen a great deal of and there's understandable anxiety that the people up top will show further reluctance to do so.
This is the biggest pre-season at Arsenal in many a year, make no bones about that!
