Would never happen because
a) The big six in England would never allow legitimate rivals to their champions league and title ambitions to clog up the league any further. Barcelona would displace one of them straight away and with the gate receipts and fan base Celtic and Rangers have, they would be a threat within 5 years too.
b) There simply isn't enough space on the calendar for 24 teams. It can be done in lower leagues as they tend to lose early in cups and don't compete in Europe. 4 teams would have to lose their EPL place for no benefit whatsoever. That will never happen.
c) Barcelona can't just leave LaLiga, by the time they have done their own costly version of a Brexit, at the expense of losing their UEFA designation too, the financial benefits of the premier league would be more or less void.
