Coin flip.
In fact I don't see the point of even bother playing. Two teams should turn up. Ref should flip a coin. If its heads, reds win. If its tails, blues win. Simples

I've always favoured scrapping them, but it's what to replace them with that is difficult.
One option would be normal extra time, if no-one scores then it goes to golden goal and carry on until someone does - as players tire it won't be long before someone does finally score.
Everyone that is not involved in the penalty shoot out loves them.
Penaltys are the best way of deciding a game! The nerves, the excitement, the emotion, the dread!
You can't get rid of peno's! Look at the golden goal stuff! Terrible.

Gentleman's agreement before kick-off as to which team shall prevail should the game end all square?
There just isn't a decent alternative to penalties. Coin toss is the worst idea in history and replaying finals just doesn't capture the imagination whatsoever

This is such rubbish from FIFA and especially Sepp Blatter
He never had any problem with penalties before.... now all of a sudden his native Bayern Munchen get done by Chelsea and he wants to change things... what a load of ballix.
It's just sour grapes from Blatter.

I reckon we give a set of neutral fans a remote so they can vote on which team has the fittest WAGs...
Penalties are only a "travesty" if you are on the losing team. When you win one it feels great.
If Chelsea had lost Blatter would not be saying anything... these guys will ruin football!

perhaps using a smaller ball and smaller goals.
