The last time that the 6+5 rule was in place, England failed to qualify for the WC in USA 1994.
So much for that...

Why not? How does it have a negative effect on you? Are you racist?
Arsenal, during the time our 1st team was full of foreigners, produced the only truely world class player England have had this century in Ashley Cole. Playing with foreigners almost certainly helped him develop into the best left back in the world.
Forcing teams to play 6 English born players will not create world class players. If anything it will create even more average English players.
