For me it would be much simpler to do a fantasy football type thing. Each squad has a budget of say £100m a year and decides how to balance that on players and wages. You could put all your eggs in one basket with 3 stars and 8 nobodys or go for 11 average. Players from your youth system don't count for wages and if sold the fee is added on.

17/20 clubs are behind it and 2 of the 3 clubs not backing it are man city and liverpool and the other is fulham so plenty of the so called smaller clubs are in favour of it

Okay then. You suggest clubs £100m to spend on both wages and transfers per season. What about the clubs who don't make near that profit a year? Do the national lottery donate them £80m?
And what about clubs like Utd? Do we just sit by and watch owners of these clubs make a load of money in their back pocket instead of investing it into the club?
Its a ridiculous idea plain and simple. What you should have said is to cap individual wages and transfers to a reasonable figure. But then the PL would become the SPL before long.

Busby - they are using the word 'fair' - what is fair about letting clubs profit from a corrupt Champions League then stopping others competing?
What is fair is that if clubs don't spend within their means, they will be allowed to compete. Clubs who spend money which isn't theirs, will not be allowed to compete.
Its completely fair.
