I think Suarez does the same for everyone and doesn't hurry past evra as you suggest. The photo clearly shows Suarez's hand outstreched and Evra's is not. Surely everyone can see this???

Evra's hand was their to be shaken. Perhaps a few inches lower than it was for the previous player, but still there to be shaken. Can you blame him for not being particularly keen to shake the hand of a man that he believes racially abused him?
Suarez made no attempt to shake hands with Evra, made no eye contact at all and did not slow at all. He totally bypassed Evra.

To be fair, he actually brings his hand up to meet Suarez, who having just shook the mascots hand, moves his above Evra's hand.

If Evra's hand was lowered that means he had a role in the non handshake. I think Suarez puts his hand out but moves on quickly upon seeing the stance taken by Evra. If Evra's hand was same level as every player showing an intention to shake, I think there would have been a handshake.
