I wouldnt blame Suarez for not shaking his hand last time, I would have done the same. However with what has went on lately, he needs to get the handshake done and we can move on from it.

As a Liverpool fan, I want the club to distance themselves from this FA farce as far as is possible. I do not subscribe to the ridiculous notion that pleading ‘Not Guilty’ was tantamount to racsim, especially in a case in which the evidence was far from clear, but the language in LFC’s official statements was inflammatory, and I’m not happy with FSG about that, as they were supposed to be running the club. The Press rection was hysterical, and made no sense, but those statements threw fuel on the fire.
Liverpool’s players still believe that Evra engineered the non-handshake, (as per Glen Johnson’s tweets), but it’s not relevant any more. Even if he did, Suarez needed to be big enough to demonstrate to the world that he was willing to get over it. Liverpool, and Suarez, apologised for it, and by that stage, that was the correct thing to do. Suarez had told Liverpool he was going to shake hands, so, as his own apology states, he let the club down when he didn’t do it.
It nakes no difference what Evra did or didn’t do. As a Liverpool fan, I couldn’t give a toss what he does. When Evra tried to throw even more fuel on the fire at the end of the game, Suarez’s response was....finally.... the correct one. Ignore it.
What’s done is done. It’s way past time for this case to be put to bed. If Suarez perpetuates it any further, after this week’s events, my mind will be made up: he should not be a Liverpool player any more, even if Evra provokes him.

This guy is more than fine talking about a football related issue. I agree some what with what he is saying. Suarez certainly is a media panto villain. In the same way Ronaldo was. And I think it's 6 and 2 threes.
In answer to your question, yes I think Evra was going to shake his hand, but DID move his hand back. That much is clear. I think he wanted to Suarez to move to him, in a power move kinda way. We all do it subconsciously or not. Suarez I then think in a split second changed his mind and decided against shaking his hand.
But as somebody else has said, RAP I think, this would have been more appropriate months ago. Or at least writing a comparison article about the Terry / Ferdinand issue

I've watched the video countless times. I do however feel that the angle makes Evra's actions look worse than they really were. He lowers his hand, but it was not lower than Suarez's after he had finishing shaking with the mascot. If you watch the video below right to the end you can see that Evra brings his hand up to meet Suarez, but Suarez passes over him.

Rubbish. Evra did not grab his arm aggressively - he grabbed it and tried to shake it. It was Suarez shaking Evra off that was the aggressive action if any - although I would personally avoid using that word in such a handbags situation. I think if Suarez did want to shake Evra's hand but felt that Evra was hesitating, and Suarez himself didn't want to go extra mile because of the animosity between the two then Suarez should have given his account post-match. On the other hand, he and LFC ended up apologising for 'him not shaking evra's hands'.
Suarez had a great opportunity to bury the whole issue which didn't show him or LFC in any great light. Even though he thought he wasn't a wrong-doer for using a normal word in his language, he still has to have some respect for local sensitivities. I think in that sense he was the person who could show some maturity and bury his ego for a while. If I go to a foreign country and do something which is totally acceptable here but hurts local sensitivities, I think I would do the right thing and apologise for my behaviour rather than keep going on about my intentions. Even though there may be a small chance that OP is right in his conspiracy theory, I still can't see how anyone can defend Suarez or his actions or even defend that he was right to do what he did. It was an opportunity for him to make up some lost ground, forget about the 8-match ban and move on. I think he would have scored some brownie points for himself and LFC with the media and public.
Having said all of this, I agree with many posters that it really is a storm in a teacup. It really doesn't help to bring this issue up now when the focus is on things bigger than football and respecting the boundaries of acceptable public behaviour.
