"We don't believe students will be entitled to reimbursement if the quality is there," universities minister Michelle Donelan said.
But the university sector's request for a £2bn bail-out has been rejected.
Universities had warned of financial danger from a reduction in overseas students because of the coronavirus.
University campuses have been closed by the pandemic - and there is uncertainty for students whether there will be in-person teaching in the autumn or whether courses will be taught fully or partly online.

Theatre producer Sir Cameron Mackintosh has said that West End and Broadway theatres are unlikely to be able to stage musicals until early next year.
Speaking to Michael Ball on BBC Radio 2, Sir Cameron said it's impossible for theatres to plan for the future while social distancing is in place.
"We want the audience to feel safe, and we want the actors to feel safe."
Theatres in many countries have been closed indefinitely in response to the coronavirus pandemic.
In the UK, all West End performances have been cancelled until at least 31 May.

They won three promotions in four seasons before the FA approved their request to change to the traditional Darlington FC name.

The ITV programme will be hosted by Ben Shephard and Susanna Reid, as Mr Morgan awaits test results on Monday, he said.
Prime Minister Jacinda Ardern says despite today's zero Covid-19 cases, her message remains the same.
"Stay the course. We cannot afford to squander the good work to date when our end-goal is so close and within reach."
Cabinet today discussed what level 2 would look like. Ardern said would share those details on Thursday.
