The Prince of Wales and the Duchess of Cornwall led the silence at 11:00 BST to honour servicemen and women during World War Two, and the Queen will address the nation later.
The PM thanked the VE Day generation, saying "our gratitude will be eternal".
Events are taking place all day, but public gatherings have been cancelled.
Victory in Europe Day marks the day in 1945 when Britain and its allies accepted the unconditional surrender of N azi Germany, bringing the war in Europe to an end.

She was the co-founder and director of Chorégraphie Antique, the dance history ensemble at Goucher. Bond was a dance critic for The Baltimore Sun.
Odion Ighalo hopes his loan deal at Manchester United is extended until the Premier League season is completed.
The Nigeria striker, 30, moved from Chinese side Shanghai Shenhua in January and has a contract until 31 May.
Premier League bosses hope to resume the season in June but, with China's Super League also intent on a restart, Ighalo may have to return to Shanghai.
"I would like to finish the season if it's possible," Ighalo told BBC Sport.

The fact the dictatorship respected the results is attributed to pressure from big business, the international community and unease with extended rule by Pinochet within the dictatorship.

His death leaves John "Paddy" Hemingway as the last member of "The Few" who took to the skies in summer 1940.
Mr Clark served as a radar operator during World War Two, defending the UK against Luftwaffe attacks.
The Battle of Britain led to the deaths of 544 RAF pilots and aircrew out of a group of 3,000.
Their bravery and sacrifice in withstanding the greater numbers of German pilots of the Luftwaffe and a possible invasion was recognised by then Prime Minister Winston Churchill.
"Never in the field of human conflict was so much owed by so many to so few," he told MPs.
RAF Benevolent Fund controller Air Vice-Marshal Chris Elliot said: "Our condolences go to Terry's family and friends at this sad time.
"This news is especially poignant as we remember the bravery and sacrifice of all those who fought for us today, the 75th anniversary of VE Day.
The RAF Benevolent Fund said Mr Clark "answered their country's call without question"
"Terry belonged to a generation of servicemen and women who answered their country's call without question.
"We owe a debt of gratitude to every one of them and their legacy must be to remember their service."
It was not until the early 1950s that most commodities came ‘off the ration’. Meat was the last item to be de-rationed and food rationing ended completely in 1954.
