I think if the premier league has taught us anything it is that 'istory will trump astute signings, technical ability, strong management and desire everytime.
I mean that's why Liverpool have won the PL so often......
What I mean about Torres coming for the money is that not only could Chelsea afford him but they have spending power in the transfer market. That makes a small club in London artificially big. The bubble will burst now that clubs with more history such as PSG can compete by paying big fees for players.
Incidentally PSG are a sleeping giant, a little like our good selves but we will always be around. You can't buy what clubs like Liverpool and Man Utd have, although you try to imitate it (a bit like how you chavs imitate the middle class) it's all rather embarrasing.

Seems that the OP has a genuine inerest in culture, specifically being voted European City of Culture. I suggest he does a bit more research into how a city is voted to be ECOC.
