His touch, passing, general play and decision making has improved dramatically.

I'm not surprised in the slightest if Hodgson picks Milner. He's one of his favourite players. Hoping he'd start Townsend would be a fantasy at this stage.

Townsend won't be displacing anyone in England yet but if he carries on his form for Spurs and improves then he'll get his own chances to show what he can do.

He's a good, tricky dribbler. Depends on what standards you're using. Compared to a Ribery or Robben, he's not the most technical of wide men but compared to Walcott, he is a technically better, more natural footballer. Not sure your validation of my knowledge of the game is that important. Your anti-English bias is easily apparent and has been parodied on this forum.
