Because you act like you're the sole authority on player ratings and then come up with crap like this if people dare rate a player higher than another that you disagree with.
Saying Mata isn't a patch on Silva and Ozil is overrating those two because he's very much in their class.
I rate Ozil higher, but rate Mata higher than Silva and Cazorla, but there's not a great deal between them and each have their own strengths and weaknesses, and so it really comes down to preference as none stand head and shoulders above an other.
You'd think people are saying Mata is better than Messi the way you act when people prefer him to Ozil or Cazorla.

But Ozil is considerably superior. If you think he's on the same level, you're just being biased and are talking out of your behind.
One Matter, you mentioned 4 players you don't have anymore. Zaha has yet to do anything. RVP back to his old injury self, 1 good season. Carrick is rubbish for you, best not embarrass yourself by bringing that up. Mata not as good as Cazorla.
So either you're living in the past, or overating your current situation.
If you don't get top 4 this season your club are in serious trouble.

That's fair enough. It was just my personal opinion based on a huge pinch of bias. Mata is World Class, no doubt and certainly in the same bracket as some of the best number 10s in world football. You've got a top notch player, for sure.

Of course the question is, how often has Cazorla been at 100%? Mata has been a lot more consistent over his two years in English football.

Juan Mata is a World Class player, but I think people need to put things into context when comparing players as I think it's fair for people to believe a certain player is better than the other- I'm often hounded for believing Aguero is better than Suarez- but among the players you've listed I think they're only really separated narrowly regardless of who you believe is better: in most player comparison articles the players being discussed are on a similar level, otherwise where is the discussion? Obviously, Got_Better's Charlie Adam versus Modric is the delusional exception.
Here's what really matters:
Cazorla played for Villarreal.
Mata and Silva played for Valencia.
In terms of their overrall impact in the Prem so far, Ozil is way behind Mata. Laughably so.

Ozil is an extremely good player, up in the top 10 in the premier league, but is overrated by a lot of Arsenal supporters (or 'fans' depending on your level of involvement), who coo and purr over him as if he has been consistently exceptional for them, which he has not.
Mata has demonstrated an extraordinary level of effectiveness and consistency in the 2 seasons previous to this, when played by managers not trying to simply run the opposition into submission.
In my opinion, Ozil is yet to show this kind of form, and so I would say at present you should be trying to establish whether Ozil has yet reached Mata's level as a premier league player, and not the other way around.
