One thing on about Coote is he didn't ref us for 4 years after that Burnley game, he was involved in VAR but not directly as a ref.

I would expect whoever is investigating to discover whether there was any internal disciplinary process and how the 'punishment' of not reffing Liverpool came about. I'd also expect them to establish whether either Coote or the management of the PGMOL had breached any element of contract, codes of conduct or internal policies.
The outcome would be shaped by what was found. For example, if the PGMOL had robust processes for managing challenges to impartiality, had a disciplinary process and that it just wasn't followed; I'd expect those that didn't follow process to be shown the door. If they didn't have ways of managing such a situation then I would expect the organisation to be reviewed and a process set up.
Something along those lines anyway. If this is true, which to be honest I suspect it isn't, then PGMOL have taken a decision which could undermine confidence in the officiating of an industry worth billions. I would expect transparency and accountability.

I would also expect an explanation about why they had him referring Liverpool games, particularly when Klopp was manager and particularly after they took him off Liverpool games for a second time after another error.

Further to this I'd want to know if it was reported to the FA, if not, why not? If it was, why did they FA do nothing about it when they have laws around his behaviour which seemingly only players and managers have been accountable for.
