That's not really how the transfer market works.
However IMO it is inconceivable that AW would rule out Cesc at this stage.
How do you know that Cesc doesn't want to go to City? Or Chelsea, united etc?

If we don't sign Cesc (and he goes elsewhere) and there is not significant investment in other areas this Summer, all hell will break loose at the start of the season.

If you cannot see Sky's agenda with transfers then let me explain :
Sky own sky sports news, which is supposed to be one of the more reliable sources of transfer news.
They also own SkyBet, which has a very large market for betting on transfers.
Their 'sources' can 'understand' whatever they want to drive in terms of betting patterns, something which was shamelessly apparent with all the Cesc to Barca stories last summer.
It's no surprise that the driving forces behind these stories are usually Ballague and Graham Hunter, both of whom are/have been employed by Sky Sports.
Wake up.

To be fair, Dot, the only thing I'm treating as concrete-ish at the moment is Ornstein saying that Barca are willing to sell him and we have a buy back option.

I keep saying it. Cesc is not going to any premier league team, he's staying put at Barca, unless they force him out, which i very much doubt, he's not going to be leaving any time soon.
I tell you something, Cesc is going to lose a lot of 'close friends' for telling them all different stories

I posted earlier he could consider City. However Chelsea & United would be last resort options for him he doesn't like Jose nor do any of that lot like his philosophy. With United they're not in the CL so would be money.
Chelsea & United are possibilities but definitely at the bottom of his preferred order with Arsenal first, trust me

The only concrete bit of talk has been the Barca president saying Cesc ISN'T for sale, this with the fact that Barca would be mad to sell him when their captain is on his last legs and Cesc s one of the best in the world at what he does.

Not the only concrete bit of talk. Wenger said last summer that Cesc will make up his mind this summer probably because of off-field issues. He also stated that we are the only club with clauses.
Couple that with Enrique's previous criticism of Cesc on Spanish TV etc, and the obvious antipathy of the Barca fans suggest he will be on the move.
Though dotty is correct in that Arsenal have to say 'No' before any speculation can gain strength so invested sources are making stuff up abt Arsenal's interest. They learned last year that there is no point building a campaign of Cesc to their fav club eg Man Utd whilst Arsenal remain in the picture.
A lot of clubs know that so it will be interesting if they start dropping interest one by one. Man Utd seem to have done so, Man City have followed a few minutes ago. Much to the chagrin of Barcelona.
