Although we haven't seen much of Ramsey in combat, it seems he may be just as talented a fighter as he is a torturer. I think Jon Snow would win this one though, the man never seems to have trouble killing whatever is put in front of him.

It was a stalemate as their two swords locked they decided to both back off as there was gna be no winner, only when they did a lannister soldier speared Ned.

Then Jamie knocked the soldier who did it out and walked off annoyed

and all of them would lose to a young Robert Baratheon

Jamie is regarded as one of the best though and he claimed only 3 men in the 7 kingdoms would stand a chance vs him I believe.
