America would probably call them foreign backed terrorists but if they didn't approve of Netanyahu the civilian uprising would be provided with arms

1. Support a dictator while it is beneficial
2. Sell them weapons to keep their civilians in line
3. Show support to dictator amid first signs of civil unrest
4. As opposition support grows, distance yourself from the dictator, throw in some off the cuff remarks about him
5. Publicly announce support for the 'rebels' when it becomes clear that the dictator is no longer worth anything
6. Arm the rebels in the hope that they can overthrow the current regime. Avoid calling it a coup.
7. Ensure that the coup is as bloody and chaotic as possible, hopefully ending in the death of the dictator.
8. Count your lucky stars that the dictator you turned your back on is now dead, otherwise some uncomfortable truths may have come out of him at any trial he was given.
9. Blame terrorists(the ones you armed) when the country goes to absolute shít.
